Deputy Chief Michael Browne
Deputy Chief Browne was born in Los Angeles, raised in Torrance and graduated from Bishop Montgomery High School. He obtained an AA degree from El Camino College, and a Bachelor of Science degree from Chapman University in Criminal Justice.
Deputy Chief Browne was hired by the Torrance Police Department on May 28, 1973. He has worked assignments as an officer in Patrol (Beat assignment and Field Training Officer), Communications, Vice & Narcotics (Crime Impact Team), Detectives (Burglary, Robbery and Homicide) and Traffic (Accident Investigation). He was promoted to Sergeant on December 3, 1991 and worked assignments in Patrol (Field Supervisor), Detectives (Crimes Property Supervisor) and Personnel (Internal Affairs Sergeant). He was promoted to Lieutenant on April 27, 1997 and worked assignments in Patrol, Detectives and as the acting Traffic Bureau Commander. Additionally, he served on the Torrance Police Officers' Association for six years, two years as president. He was promoted to Captain on August 25, 2002 and served three years as the Patrol Bureau Commander. As a Captain, he was also assigned to the Administrative Bureau.
He was promoted to Deputy Chief on November 13, 2005.

Captain Kevin Kreager
Captain Kreager was born in Seattle, Washington and graduated from South Torrance High School. He is also a graduate of California State University Long Beach with a Bachelor of Science degree in Business Administration.
Captain Kreager was hired by the Torrance Police Department on October 14, 1982. He has worked assignments as an officer in Patrol (Beat assignment, Crime Scene Investigations and Field Training Officer), Vice & Narcotics (Crime Impact Team) and Personnel (Background Investigator). He was promoted to Sergeant on January 8, 1995 and worked assignments in Patrol (Field Supervisor), Personnel (Personnel Sergeant) and as the Adjutant to the Chief of Police. He was promoted to Lieutenant on July 1, 2001 and worked assignments in Patrol, Research and Training and as the acting Services Bureau Commander. As a Captain, he was assigned as the Services Bureau Commander. Captain Kreager's current assignment is as the Administrative Bureau Commander and to oversee the Emergency Services Division.

Captain David Smith
Captain Smith was born in Torrance and graduated from Torrance High School. He earned an Associate of the Arts degree from El Camino College, a Bachelor of the Arts degree from California State University Long Beach, and a Master of Public Administration degree from California State University Dominguez Hills.
Captain Smith is a graduate of the P.O.S.T. Supervisory Leadership Institute, Class 25, and served for several years as a Facilitator for the program. He is also a graduate of the P.O.S.T Command College, Class 31, where he received the Dorothy Harris Award For Excellence in Law Enforcement.
Captain Smith began his law enforcement career with the Los Angeles County Marshal's Office in January of 1979, and joined the Torrance Police Department on July 27, 1980. As an officer, he worked a variety of assignments including Patrol, Field Training Officer, DUI Team, Motor Officer, and Detectives. He was promoted to Sergeant in August of 1988 and worked Patrol, Detectives, and the Office of the Chief of Police. He was promoted to Lieutenant in November of 1994 and worked assignments in Patrol, Professional Standards, Research and Training, Traffic and Special Events, and Personnel. Captain Smith's current assignment is as the Services Bureau Commander.

Captain Marc Wilkins
Captain Wilkins was born in Los Angeles and graduated from North Torrance High School. He attended El Camino College, obtained his Bachelor of the Science degree in Public Administration from California State University Dominguez Hills, and a Master of Science in Emergency Services Administration degree at California State University Long Beach. Captain Wilkins is also a graduate of the P.O.S.T. Supervisory Leadership Institute.
Captain Wilkins was hired by the Torrance Police Department on November 1975. As an officer, he worked a variety of assignments including Patrol, CSI, Detectives, Research Officer, and Field Training Officer. He was promoted to Sergeant in June of 1993 and worked Patrol, Training, and the Office of the Chief of Police. He was promoted to Lieutenant in October of 1999 and worked assignments in Patrol, Professional Standards, and Communications. Captain Wilkins' current assignment is as the Special Operations Bureau Commander.

Captain Bradley WIlson
Captain Wilson was born in Long Beach, CA, raised in Redondo Beach and graduated from Redondo Union High School. He attended El Camino College, and obtained his Bachelor of Science degree from California State University of Long Beach in Occupational Studies.
Captain Wilson began his law enforcement career with the Los Angeles Police Department in 1983, and joined the Torrance Police Department on December 20, 1984. Captain Wilson has worked assignments as an officer in Patrol (Beat assignment, Field Training Officer, and Background Investigator), Vice and Narcotics and the Crime Impact Team. He was promoted to Sergeant on September 15, 1996, and worked assignments (Field Supervisor, Field Training Sergeant), Detectives (Youth Services), and Personnel (Personnel Sergeant). He was promoted to Lieutenant on August 25, 2002 and worked assignments in Patrol (Watch Commander), Adjutant to the Chief of Police, Public Information Officer, and as the Personnel Division Commander. Captain Wilson's current assignment is as the Patrol Bureau Commander.
