The original Draft EIR/EA was distributed for public review on December 2, 2002, initiating a 45-day public review period pursuant to CEQA and its implementing guidelines.  During this public review period, a total of 16 timely letters were received, and one letter was received after the close of the review period.  Seven of the letters were from public agencies, one was received from a private company, and nine were received from citizens.  The responses to the comment letters from the original Draft EIR/EA are included in Section 11.0 of the Recirculated Draft EIR/EA.

The Recirculated Draft EIR/EA (Draft EIR/EA) was distributed for public review on August 13, 2003, initiating a 45-day public review period pursuant to CEQA and its implementing guidelines.  During this public review period, a total of six letters of comment were received.  Four of the letters were from public agencies and two were from citizens.  All of the comment letters are listed in the following table and the corresponding City responses are provided in this section.  A copy of each comment letter is provided prior to each response.
